Anthropic Updates Claude Usage Policy for Deception, Weapons and High-Risk AI

Consensual fraud monitoring, content moderation, journalism and legal research remain allowed; the weapons and surveillance language clarifies existing enforcement rather than changing it.

High-risk health, legal, financial, livelihood and essential-service uses still require AI disclosure and a qualified person empowered to review or change Claude’s recommendation. Under the Model Hardware Standard, autonomous equipment capable of injury needs an operator who can observe and stop it, plus a safe state if Claude disconnects. Sustained, purposeless cruelty is prohibited, but frustration, pushback, dark creative work, testing and research are exempt; Claude.ai and Claude Code may end rare abusive conversations as the primary enforcement. Supported-region restrictions cover physical location, incorporation, headquarters, majority ownership and control in unsupported regions. Anthropic plans further updates with input from policymakers, experts, civil society and users.
