EBU and NVIDIA Expand Sovereign AI as Adobe Accelerates Frame.io Search
EBU and NVIDIA expand sovereign AI standards for 115 broadcasters, while Adobe GPU upgrades make Frame.io video search up to five times faster for UFA.
Summary
At an October 19, 2026 Berlin event hosted with Adobe, Bertelsmann, NVIDIA and UFA, the European Broadcasting Union and NVIDIA expanded sovereign AI standards introduced in 2025 for agents in newsrooms, production and audience services. The EBU’s more than 115 public service media members across over 55 countries reach over 1 billion people. Sovereign cloud providers, open-model developers and integrators will create deployment requirements and reference architectures covering workload location, data governance, model choice and lifecycle security, preserving editorial independence, cultural diversity and national resilience. Microsoft will map Microsoft Sovereign Cloud, Azure Local and Foundry Local to local processing and offline continuity. Nebius supports training, tuning and running broadcaster-owned models on European infrastructure, customizable NVIDIA Nemotron models support local languages, archives and policies, and Qvest and other integrators will target practical interoperability. EBU technology chief Antonio Arcidiacono emphasized resilience, control, accountability and trust, while EBU president and France Télévisions CEO Delphine Ernotte highlighted innovation with protected data and independence.
Adobe also detailed a Frame.io search pipeline using NVIDIA NVDEC for decoding, TensorRT for inference and CUDA for preprocessing and embeddings, plus NVENC and NVDEC accelerated ingest. It delivers about 5x faster embedding generation, up to 4x higher throughput and up to 5x lower search latency. Its two-frame-per-second proxy is about 80% smaller than the replaced 360p version. German producer UFA, which delivers more than 3,500 programming hours annually, including daily drama “Gute Zeiten, schlechte Zeiten,” can use semantic and hybrid search across concepts, actions, settings, notes, transcripts, character names and approval status to retrieve moments from up to 15 years ago. The work extends Adobe and NVIDIA collaboration across Adobe Substance 3D, Firefly Foundry and enterprise 3D digital twins.
Positives
- About 5x faster embedding generation, up to 4x higher throughput and up to 5x lower latency accelerate Frame.io search processing.
- More than 115 EBU members across over 55 countries gain a common framework for controlled, secure agent deployment.
- Microsoft Sovereign Cloud, Azure Local and Foundry Local support local processing and continuity when external connectivity fails.
- An 80% smaller two-frame-per-second proxy reduces video storage and transfer requirements while retaining searchable detail.
- UFA can search concepts, transcripts and approval status across more than 3,500 annual programming hours and 15 years of archives.
Risks & concerns
- Reference architectures and deployment requirements still must be defined, mapped to sovereign clouds and proven in operational broadcast environments.
- Agents entering newsrooms and audience services create risks for editorial independence, data sovereignty, security and national resilience.
- UFA’s file names and folder structures cannot surface specific reactions or unresolved exchanges buried in archives spanning up to 15 years.
- Growing media libraries continue to pressure production teams’ encoding, decoding, storage and transfer capacity despite Adobe’s acceleration gains.
