Proxima Fusion announced in February 2026 that Stellaris would occupy a decommissioning RWE fission plant site in southern Germany, targeting the late 2030s. RWE, formerly a major German nuclear operator, is also an investor.

Only a handful of fusion startups have utility agreements. Rising AI data center demand and the intermittency of wind and solar are increasing interest in round the clock, fossil fuel free generation, despite battery support. Startups gain scarce land, grid connections, expertise, permitting help and capital, reducing costs in a capital intensive industry. Utilities gain early access but accept scientific, engineering and schedule risks because commercial plants may take a decade to build and inadequate future supply could prove costlier.
