Summary

California Governor Gavin Newsom signed Senate Bill 1246 during the week ending October 4, 2026, after robotaxis impeded traffic, entered crime scenes, obstructed first responders and sometimes required responders to move them. From July 2028, Tesla, Waymo, Zoox and other AV developers must supply local support and incident technicians, report vehicle locations and status to local jurisdictions during systemwide failures, and limit remote driving to U.S.-based, U.S.-licensed operators. Blocking police or firefighters beyond 30 minutes can draw penalties. The Department of Motor Vehicles must finalize details; prevention effectiveness and whether states act before Washington remain open.

Harbinger secured a $300 million FedEx order for 2,000 electric trucks. HyperGuest raised $25 million from AMI, Apax Partners’ investment arm; REGENT Craft’s U.S. Marine Corps Warfighting Lab Seaglider collaboration reached $19.25 million; Quartermaster raised $140 million, comprising $100 million from Insight Partners, Overmatch Ventures and First Round Capital plus a $40 million Stifel debt facility; Voltaback raised €2.8 million from Serena.

Aurora targets 30,000 autonomous trucks by the end of 2030. BMW unveiled gas and electric 2027 3 Series models; DoorDash detailed DoorDash Air; and Kodiak plans uncrewed Ikea deliveries later in 2026 across 219 miles of Interstate 45. Lyft will pay $272.5 million over pre-Prop 22 driver misclassification. Northeastern University tests of 21 vehicles, 17 automakers and 30 apps found extensive data sharing. Starship first reached orbit. Rivian retained its 65,000 to 70,000 annual forecast but recalled R2 SUVs over battery fasteners. Tesla sold over 480,000 third-quarter EVs, delayed Roadster 2 and secured $30 billion for products including Optimus and Cybercab.

Risks & concerns

  • Tests spanning 21 vehicles and 30 apps found personal data shared with Adobe, Contentsquare, Google, Microsoft, Meta, Snap and Yahoo.
  • Rivian recalled R2 SUVs because improperly tightened high-voltage battery fasteners could cause power loss while driving.
  • Tesla delayed its Roadster 2 event again, while the practical meaning of Elon Musk’s fourth Master Plan remains unclear.
